Regional program
.

      Within the framework of "Culture" all-Russian program, "The Open Society" Institute (Soros foundation) has started implementing "Sibir" regional program in 1999, the aim of it being to stimulate forming a new cultural policy in the region, developing cultural infrastructure as one of the meaningful factors of social-economic development. Geography of the program spreads upon 19 entities of the Federation located on the territory of Siberia. The program is being carried out in cooperation with the regional administration and "Siberian Accord" Interregional association (IASA). The total program's budget for 1999 is $ 495 000.

III Krasnoyarsk International museum biennale.

Museum professionals' forum taking place in Krasnoyarsk every two years, getting museums, expos and galleries from all Russia and the foreign countries together.

Development of Siberia's cultural infrastructure

"Open Museum" association's informational project: workshops, information bulletin, brochure, representations.

Siberian museum partnership

Novosibirsk museum project: "Open Museum" association's regional representation office; small museums' "Partnership Polygon" support program; "Museums' Minifest" presentational program.

Performing Arts Fund

Program of bidding for "Siberia XXIst Century" creative projects' charity financing.

Grant contest

As a result of "Siberian Cultural Initiatives" contest, 28 projects from 9 regions of Siberia for the total sum of $ 92 870 were supported by Soros foundation. As a whole, 151 applications were received.

The main happenings in 1999.

  • June 8, 1999. In Moscow, George Soros and IASA chairman Victor Kress signed a cooperation treaty for implementing "Sibir" program.

  • July 22. In Tomsk, experts and "Culture" program's senior officials have announced the final participants' list for "Siberian Cultural Initiatives" contest, and on July 24 at the IASA coordination council's meeting on culture in Biysk the resolution was adopted, approving of the Performing Arts Fund's founding on the condition of joint OSI ans IASA financing.

  • September 12 - 17. III Krasnoyarsk international museum biennale has taken place.

  • In September, In Novosibirsk, "Open Museum" Association's regional representation office started to function (Innovational Museum Center) --sending out informational materials to the Siberian museums, creating Western Siberia's museum site. http://www.kosmos.newmail.ru/

  • October 8. web site of "Sibir" regional program is opened. http://www.sib.net

  • October 21 on. "Sibir" program's news bulletin gets issued.

  • October 22. In Novosibirsk, the Festival of Initiatives has taken place, collecting all "Siberian Cultural Initiatives" contest's winners.

  • November 16. At the Innovational Museum Center (IMC) the first presentation has taken place within the framework of "Partnership Polygon", the small museums' support program (A Modern Museum of Paper Architecture).

  • November 18. At the IMC, the modern art's exhibition took place within the framework of the all-Russian "XXI Century Cultural Heroes" festival.
